Agriculture |
Livestock transportation is regulated. Operators have to get the following licenses
- Transit license;
- Sanitary certificate;
- Import license;
- Export license.
- The authorizing authority is the Ministry of Agriculture and Food Security (National Veterinary Directorate).

Construction |
This regulation is applicable to contractors/consultants whose more than the half of the capital is held by
Mozambicans; foreign contractors (or branches of foreign consultants) based/operating in Mozambique since at
least a decade;
- License for private works
This regulation is applicable to contractors/consultants whose more than the half of the capital is held by non-
Mozambicans.
- The authorizing authority is the Commission for the Licensing of Contractors and Consultants for the Building
Industry (Ministry of Public Works, Housing and Water Resources). |
Education |
Main regulations are the following
- Licensing of scientific investigation activities;
- Registration of national and foreign Scientific Investigation Institution;
- Registration of foreign legal and natural persons, which apply to render services under contracts or signed with public institutions of scientific investigation.
- Licensing and Functioning of Higher Education Institutions.
- The authorizing authority is the National Directorate of Communication, Dissemination and Promotion of Technology Transfer (Ministry of Science and Technology, Higher Education and Professional Training).

Energy |
Regulations are the following
- License for Electrical Establishments;
- License for Electrical Businesses.

Finance |
Companies operating in the following sectors have to get an authorization from the Bank of Mozambique/Ministry of Finance
- Banks;
- Factoring companies;
- Insurance companies;
- Investment companies;
- Leasing companies;
- Micro-finance institutions (registration only).

Forestry |
The following activities are regulated
- Growing (farming)
- Cutting (indigenous species)
- Exploration
- Export authorization (need to register with the Ministry of Industry)
- Transport
- Authorization to cut and clear trees
- The authorizing authority is the National Directorate of Forests – DINAF .

Games of Chance |
- Social/fun/virtual games are regulated.
- Presence of concession schemes for casinos.
|
Health |
The following activities/businesses are regulated
- Commercialisation of medicines/pharmaceutical products;
- Distribution of medicines/pharmaceutical products;
- Export of pharmaceutical products;
- Import of pharmaceutical products;
- Production of medicines/pharmaceutical products;
- Pharmacies;
- Laboratories;
- Depots for medicines;
- Private health institutions.

Mineral resources |
The following activities/businesses are regulated
- Reconnaissance, prospecting and research;
- Exploitation of mineral resources;
- Mining ticket (artisanal mining activity) ;
- Petroleum operations.

Postal service |
The following activities are regulated
- Postal service of correspondence, including publicity, addressed or not addressed mail, whether or not by express mail;
- Postal service for sending books, catalogs, newspapers and other periodicals;
- Postal service of registered correspondence and correspondence with declared value, including service of judicial summons service;
- Postal parcel service, including registered and declared value services.
- The authorizing authority is the National Institute of Communications (INCM).

Security |
- Private security services are regulated (license required).
|
Telecommunication |
The following activities are regulated
- Establishment of telecommunications networks;
- Fixed telephone service;
- Import, establishment, sale and maintenance of telecommunications equipment (including television broadcasting) ;
- Telecommunication services and networks.
- The authorizing authority is the National Institute of Communications (INCM) .

Tourism |
The following activities/businesses are regulated
- Camping;
- Restaurants and Beverage Activities;
- Residential tourism (hotels);
- Travel Agencies;
- Tourism Operators (Guides).

Trade & Industry |
The following activities/businesses are regulated
- Establishment of an industrial property;
- Representation of foreign companies;
- Wholesale and retail trade and services rendering.

Transport |
The following activities/businesses are regulated
- Collective public transport;
- Civil Aviation Licensing;
- Public transport for renting;
- Sea transport (maritime transport);
- Stevedoring activities in national commercial ports.
